Supervision consultant services for the execution of a 5-year non-revenue water reduction program, through a PBC

An association of firms lead by Miya Bahamas Ltd. (MIYA), the non-revenue water contractor has been contracted to reduce non-revenue water in New Providence over a period of 10 years (from 2013 to 2022):

Phase 1: non-revenue water reduction (5 years)
Phase 2: non-revenue water reduction (5 years)

The non-revenue water performance based contract has a total amount of 83 million USD, including 23.7 million of variable performance compensation.
The goals are:

Reduce the average daily volume of non-revenue water from 5.5 MIGD to 2.5 MIGD (20,800 m³/day to 9,500 m³/day)
Provide 38,000 households with improved access to drinking water
Provide an additional 2,000 households with access to drinking water
Reduce the number of households that use private wells
Train WSC staff on techniques and processes for reducing non-revenue water
Assist with improving the management of assets

Description of the WMI service

WMI/SCE, the technical consultant, provided the WSC third party review of the performance of the contractor and compared it to the terms and conditions of the non-revenue water contract – phase 1:

Review and recommend improvements for the baseline survey and non-revenue water reduction strategy, the progress reports, the studies and detailed design
Conduct on-site field visits and works supervision
Compare the contractor’s progress to the contractual targets
Prepare reports every 3 months and every year to document the progress and note any concerns related to the contractor’s work and performance
Help the WSC’s work with the contractor to solve any issues
Participate in mid-term and final review of the non-revenue water reduction contract
